Gave Vehicle suggestions a makeover.
ADDED
- Added a new form for Vehicle suggestions.

Added two new Moderation Actions for Vehicle Suggestions Accept and Deny.
- Actions will add a Title to the Topic When accepted or Denied.
- Actions will create a Automated post when accepted or denied.
- Action Will move the topic to the appropriate Forum when accepted or denied.
- Added a Poll on new submissions. The Thumb Rating is still available as well.
KNOWN ISSUES
- When adding a new post for vehicle suggestions the suggestion is not being sent to discord. Will need to look into this further. Replies are still working though. FML!
